Not noticed this having been mentioned, the Academy fixture list for Junior and Reserve grade are on the official website.

I understand the RFL have introduced a rule whereby a minimum of 9 of the reserve squad must be under 21.

Up until this season there was no minimum.

They did, last season the U21's were allowed to have no more than 8 over age players in  the team.   This was to allow injured and squad players to get back to full match fitness.    There is an article in the Leager this week explaining the new ruling.
