Isn't the current structure of the First Class System a franchise though? That certainly isn't a pyramid system

Durham were the last First Class County Cricket Club to be admitted around 1993 and I don't think any have applied since. Below that is the Minor Counties championship with the likes of Cheshire competing in it and Devon and these counties, even if they win the Minor Counties Championship do not get promoted to Divison 2 of the First Class game. So technically I would argue he is wrong because they've done it for years.

That is cricket for your though, I'm not sure the Egg and Bacon tie brigade at the MCC would be impressed with diluting the long established traditions of the pats 150 years or so of the county game.
