I can't see what has really changed here.
Salford City Council’s cabinet approved plans to form a joint-venture company with Peel Holdings to deliver a 15,000-seat community stadium as part of a £26million project to transform a 70-acre site at Barton, just off the M60 near the Trafford Centre shopping complex.
From the Council meeting last December (I haven't reprinted it all, just the relevant points):-
That Cabinet approve:
a) The ‘in principle’ establishment of a Joint Venture Company (JVC) to develop and manage a 15,000 seat sports stadium (with the option to grow in the future to 20,000 seats) with associated practice pitches and community facilities, plus to develop adjoining land for bulk retail and commercial purposes.
d) The expenditure of up to £0.6m as advanced preparatory work to secure planning approval and undertake site investigation works. This is on the understanding that the expenditure will be funded 50:50 between the Council and Partners in the event of non-recovery from NWDA grant or the JVC.
Assessment of Risk: The current risk assessment for the proposal is High.
I don't have a problem with Salford, good luck to them. As others have said, our bid will stand up on its own merits, but it looks to me like this is all about timing.
I can't think of a single reason why they couldn't have done this months ago. Unless, of course, that would have meant their plans would have had to be fairly advanced by the time the franchise decisions were made, whereas they now can claim to be on target without having done a great deal.
