On the RFL's website it looks as though a Championship club can only apply for a SL licence if they meet the 5 minimum criteria.  If more than one Championship club meet the criteria then the most suitable is given a licence and the application of the other or others is considered with the applications of the 14 existing SL clubs.

http://www.therfl.co.uk/about/page.php?areaid=193

It might be worth re reading some of the RFL's comments:-

Bradford -- "the club has a slight overseas reliance".
Catalans  -- ""introducing more French trained players"  [Elima moving to the UK]
Crusaders -- "supportive independent market research for SL in South Wales".  Which is why they moved to North Wales.
Featherstone -- "Further investment to meet minimum SL standards" [Stadium]
Halifax -- "restrained by the incomplete nature of their stadium" & "player development needs further investment".
Harlequins -- "crowds have fluctuated" & " will need to deliver a strong commercial plan"
Leigh -- "Recruitment may need to take place to help deliver the good reason, commercial plan".
Salford -- "new stadium and access to the Salford and Manchester conurbations" & "struggles with under 16 player development."
Toulouse -- "'limited supply of SL standard players in the area"
Wakefield --Stadium plans ...  not as far advanced as they might be" & "the club has not been able to retain the best local talent"
Widnes -- "The current company has only been in existence for a few months"

If you examine the minus points I have quoted you will make a reasoned judgement, and you could well come to the same conclusion as me. Whether the RFL will come to the same I do not know, but remember

"Us do it reet in Yorkshire."

Plus for Salford - "the club.......has relatively advanced plans for a new stadium and are on site."  Was that a repeat showing from 2008 on North West Tonight yesterday about Salford's new ground.  Nothing seems to have changed and why were they wearing hard hats?  It wasn't as though anything was going to fall from the sky except perhaps from a bird.

That Mickey Mouse cup has turned out to be our Holy Grail! If we hadn't have won that we'd be settling in for another three years in the Championship. So yes it's a very good job.

[/quote]It's no good the RFL dangling the carrot of the NRC when only ten percent of teams in the competion will pass the RFL'S so called criteria if they win.So that's why it's a pointless competion.Ask Batley.

But the same applies to the GF. Ask Barrow for example.

That's right reg unfortunatley the RFL are excluding the majority of grassroot clubs by making up laughable criteria. You could go back to 1995 with some current SL teams, one who is renting our stadium next season
