On the RFL's website it looks as though a Championship club can only apply for a SL licence if they meet the 5 minimum criteria. If more than one Championship club meet the criteria then the most suitable is given a licence and the application of the other or others is considered with the applications of the 14 existing SL clubs.

Catalans -- ""introducing more French trained players" [Elima moving to the UK]
Crusaders -- "supportive independent market research for SL in South Wales". Which is why they moved to North Wales.
Featherstone -- "Further investment to meet minimum SL standards" [Stadium]
Halifax -- "restrained by the incomplete nature of their stadium" & "player development needs further investment".
Harlequins -- "crowds have fluctuated" & " will need to deliver a strong commercial plan"
Leigh -- "Recruitment may need to take place to help deliver the good reason, commercial plan".
Salford -- "new stadium and access to the Salford and Manchester conurbations" & "struggles with under 16 player development."
Toulouse -- "'limited supply of SL standard players in the area"
Wakefield --Stadium plans ... not as far advanced as they might be" & "the club has not been able to retain the best local talent"
Widnes -- "The current company has only been in existence for a few months"
If you examine the minus points I have quoted you will make a reasoned judgement, and you could well come to the same conclusion as me. Whether the RFL will come to the same I do not know, but remember
