Just out of interest considering the NCL statement that no further clubs will join Tier 3 for 2 years were will Bank Quay be playing?
The RLC for 2012 (final year) consists of

Bramley Buffaloes
Huddersfield Underbank Rangers
Dewsbury Celtic
Kippax Knights
Coventry Bears
Nottingham Outlaws
Bristol Sonics
Valley Cougars
Hemel Stags
St Albans Centurions
Most of these will form Tier 3 Division 3 in 2013. I hope Bank Quay like travel.
Those are the teams in Conference 3 in 2012, but Conference 3 in 2013 is likely to look different. Coventry, Hemel and Warrington Wizards (as Chester) all have made Championship 1 applications for 2013, as have another Bristol side (plus Oxford and Medway; a Northampton side are already accepted) though Bramley and Warrington Wizards wouldn't be let anywhere near the Conference proper.
The plan is to have 4 divisions of 12, so the new division 3 in 2013 would be the bottom 4 teams from 2012 division 2 plus 4 teams already promised places (Dewsbury Celtic, Nottingham Outlaws, Kippax Knights and Huddersfield Underbank Rangers) and 4 more that are to be announced. The rumour is the NCL's preference is for the latter 4 to be strong heartland sides presumably from the NW Men's League, though I wouldn't rule out Hemel if they miss out on Championship 1. So would be good for someone like Bank Quay or Pilkington Recs if they want in.
The RFL want to form a Conference South though I'm not convinced there'd be enough teams, so not sure where the likes of Bristol, Valley Cougars and St Albans would end up.
